Q: If my app is not complete should I submit it with document talking about the plan I had for it?

A: Apps must be built out enough that they could be piloted with the target population following the challenge. However, it is perfectly appropriate for applicants to describe their vision for the future of the app, including a discussion of planned enhanced features and capabilities.
