Working with a government funded entity

A county health system is working with me as development partner and for pilot. Would you allow a joint application with them being end user and my company being solution developer? Being a county health system in California, they are a government entity.

    By the county health system being the "end user", do you mean that employees of the system will be the ones using the tool (or deploying it to clients that they serve?)

    The product has two components. One is for employees of health system to manage the patients and other is a patient facing app. The employees may help patient download and learn how to use the app. I can apply on my own, if applying with govt funded entity is a problem. But I would like to apply with the health system, if possible.

    Per the Intellectual Property guidelines listed in the rules (see Section ix), you would be permitted to enter the challenge in partnership with the government funded entity as long as you own the rights to the product. Also, keep in mind that per the "Eligbility" rules, teams of eligible individuals entering on behalf of organizations that employ more than 50 people are only eligible for the Large Organization Recognition Award, and so not eligible for the cash prizes awarded for 1st, 2nd and 3rd prizes.
